Reconnection fee for paid bill

Paid my Dstv account advised that I short paid .Requested a reason as to why they say I short paid .Wanted a breakdown of what I supposed to pay but got a message of owing them and I need to pay a reconnection fee.

This as if I never paid them and not even a breakdown as to what I supposedly owe.
