Price lock extra: pay more than your contract

Is this company in the market of ripping customers off? Deducting monies and then advising you will not have to pay full amount next month? Now; after requesting a statement or ledger from Oct 2021; it is way too difficult for the anyone to actually send the statement. I've been communicating via twitter/ dm and was assure the statement was sent ..I am still waiting
