Price lock explora never delivered

I qualified for an explora, price lock that I was going to pay for 24 months, the call centre person even took my banking details for monthly debit, I recieved a sms shortly after that saying the decoder will b delivered in 2 to 4 days, but I never recieved it, I have phoned 2 times to follow up & no one is able to tell me what went wrong
