Poor service

I wanted to activate an account on a lower package It was on but told I can not do that I first have to activate on a previous package even after telling them I couldn’t afford that. I fail to understand why will a company hold people to ransom on paying higher fees why they couldn’t afford. When I called the call center their response was rude and hanged up on me
