Personal information given to stranger

So after selling my HD PVR I am contacted by the buyer that I have an outstanding amount and they can't transfer the device onto their name, and all my personal information, ie ID Number, contact number, outstanding balance, etc is just given without consent to the new owner, even though they refuse to do the transfer or ownership, does this not contravene the POPI act????
