Over charging

I’m soo fuming today my grandma went to Dstv branch in Khayelitsha mall which is 1.5-2km distance from her house. The issue was that that it’s been few days it’s not working with ‘No signal bad weather…’ she was charged R300 at the branch and when they get to the house another R250. My question is why was she charged twice???
