No service in my area

I have a problem with my decoder and have insurance. I need to replace my unit. I stay in Hoedspruit, the closes offices to exchange the unit is in Pretoria. I can change this for free there, but not in my area. SO basically I have to spent R2000.00 to go to Pretoria to get a decoder exchange for free, but a new decoder cost R1299.00 in my area. Why pay insurance when they cant assist in your area or why are you not informed that your insurance means nothing when you not in key areas of South Africa.. I have been paying insurance forever just to understand i cant use it where I stay. Not very good service delivery, not even we can try and send by courier or we can make a plan, just straight you have to go to Pretoria to sort it out.
