no action / lip service to taking action

I've been attempting since beginning of October to change ownership of my PVR, open a new account and sign up for the advertised R849 x 24 months for new DSTV explora + extra view.
After 3 weeks of waiting for the call centre to respond to my requests I drove to Randburg to make the application in person.
Despite having emailed the Change of ownership forms and required certified ID's + proof of residence 3 times to various parties no action has been taken to change ownership. The 3 or more persons who have contacted me re the R849 'deal' just say that 'someone from another department' needs to contact me - 7 weeks later still nothing.
Unresponsive to emails, call centre is useless and generally multichoice couldn't care less.- they could just as well be a state owned company - with no competition why should they bother to provide any level of service to customers.
