Mnet do not live up to promises

on 23 June 2105 i app**** for the new explora decoder at the DPP department for the R99-00 a month option. On 30 June 2015 i was informed that my application was succesfull and that the courier company will contact me within 7 working days. guess what they did not. the Multichoice had their system uprade and everything went to hell in a handbasket. today i was phoned and told my application is still pending and that i must pay the R99-00 before they can deliver the decoder to me. i am totally fed up with this kind of customer service
