inquiry into competions

We have been conducting an audit into the competion about a house , we have been sending sms from the beginning of the month and we had no sms being sent through after a certain amount of entries the sms then came through and then they continue and stop , this is as if once a person becomes a high contender due to the amounts of sms sent they get deactivated . We have been keeping trail of all sms and amounts before the close of this competion before we bring the findings through to the network. There is something not right with the way winnings are concluded , most definitely not system generated winnings.we would like to ask how are winnings generated so it fits the probability of this exercise we conducting.There are loyal viewers whom stand no chance of winning if its not regulated properly, and it would be greatly appreciated if this was looked into.and maybe an explaination around the response sms for each entry periodically suspending.
