Backwardness and theft

They have the option to pay online and go and ask for proof of payment, in the year 2025 we still have such backwardness, I paid using my card as they provided the option and even sent them my statement but they can’t allocate my money because according to them they need a proper PDF proof of payment. So now that I have paid using my card details my funds are gone and can’t be allocated
