Refund of deposit

I booked a holiday via travel agent, where Dreams (www.scdreams.co.za) act as the middleman for reservations at Sun City hotels. I anticipated travel restrictions and cancelled my trip on 13 March 2020. Dreams or their "Advanced Payments team" refuse return my deposit until such time that operations goes back to mormal.
