Pathetic exploitation

I would like to complain about this municipality in Paarl and its ridiculous electricity charges. My parents have to pay a ridiculous amount of 6000 of which charges were billed from 2018 and this after my parents were not in their house for a whole 9 months as they were in Pretoria.

They are pensioners and they have app**** continuously for the deurnis which is now suddenly different as well. But why these ridiculous charges when they are two in a household, they pay their normal amounts regularly then now they are putting arrears and charges that so ridiculous.
