Dr Wayne May is allowed to make 2 claims for the same consultation

I would like to complain that Dr Wayne May is allowed by Discovery Health to make 2 claims aginst me for the same consulatation on the 5th August 2021 and was faciliated by Jane Kadalie - Senior Account Manager| Western Cape Service Team which I paid directly to the doctor. Whay is this allowed.
