Doctor sending patient to wrong hospital

Two weeks ago I took my foster brother to Dr Parkers rooms in Mitchells Plain for his throat , the doctor then inspected his throat and saw that his throat is infected and need to be seen to by a throat specialist , he then send my brother to the new hospital in Mitchells Plain , my brother only gets a grant from the government and has FAS (fetal alcohol syndrome) so he travels with my mom cause he cant travel alone , he had to travel to the new hospital in Mitchells plain early this morning after waiting hours for the doctor there just to find out that Dr SIYA from Dr Parkers referred my brother to the wrong hospital cause they don't do EMT there , my brother went back to Dr Siya to tell him what the Hospital said,the receptionist Jenine at Dr Parkers surgery was very unsympathetic and unfriendly regarding this whole issue,i then called Dr Parkers surgery to ask whats going on and why they make us pay a consultation and sending us the the wrong hospital Janine told me that's not there problem,i am very disappointed at the service we got at Dr Parkers and I don't think I would ever refer or even go back to Dr Parkers surgery. :(
