Unprofessional to day the least

Went to hospital for tests mri and eeg 24 November. Had to pay consultation cash. Said he will phone me with results. It is nearly a month later and he never contacted me. His administrater told me eeg was normal Still wait for explanation about MRI. Send a mail to him and my gp none of them contacted me. Very unprofessional feedback. Now I get notified I must pay an extra amount for consulting fees How can I pay extra for consultation that was not finalixed.
