The Doctor discriminates

Good day,

I am writing to complain about Doctor Khan who works near Langlaagte Testing Center assisting drivers. He refused to assist a brother who has had a licence, code 10, since 2004. His debate was he is unfit to drive and cannot be issued with a PDP. He has had PDP twice already so we need assistance in the matter.
