Dotsure wont cover your medical bills for your pet

My pet got into a serious accident 2 weeks ago. I am on the accidental plan and a couple of days before accident, not sure why but I upgraded to a more comprehensive plan... Dot sure told me my limit per year is 47000 . My pets bill was just under 40000 with TAH Bellville for surgery. This was a huge distress on our family. Thinking we have cover but do not. Dotsure only paid lss than one quarter of this bill even tho I have 47k accident cover, I do not understand why they paid me so little and why these limits aren't discussed upfront . I made another claim but I am getting ignored . They basically want to give me 15k even tho I have been paying insurance premiums for 47k cover.
