HUH??????

I have a current contract with Vodacom, which I pay diligently every single month! I am currently trying to upgrade the 2 devices on this contract - Vodacom is prepared to upgrade both of them if I take devices that will make my current R500 contract R1000 but because I am under debt review am not allowed me to take contract to the value of R538/m. What is the logic here?
