Refusal to allow payment of debt

I am disgusted with the service i received, after Paying my accounts for a year i even have a debit order dmc stopped me from making payments and placed me back under debt review after receiving notification from ndcr NCRDC3106 who have taken over from octagen as they are assisting me in removing my debt review flag via court application. With a 17.7 form i was told today by anathi that they can't give me even bank details and that payment needs to come from the old debt counselor. All ndcr done was provide notice of transfer and confirm that they are assisting me with removing the flag now i am able to make payment as nobody is literate enough to read and under or know what a 17.7 form is
