failed agreement after being paid

I bought a house almost a year ago and after a few days found out that it had leaks on both the outbuilding and the main I contacted the owner of dj roofing and he came out to give a quote on the roof for both the outbuilding and the main house an amount of which after many fights with the previous owners they have paid to Dean the owner of the roofing company. now my problem starts after complaining multiple times to him that he has received the money to do the job he came and done something which he wasn't even here at my house for 5 minutes to the outbuilding and left saying he will return and carry on with it when the weather gets better however the weather has apparently been a problem for almost a year now and he hasn't been back to complete or pay back the money so I can get someone competent to do a job he was paid for also I painted my house and the water has been running in every time it rains now it's costing me to paint again. He is unprofessional and therefore I will never recommend him to anyone.
