They have not delivered my goods

I ordered a bag from this lady and deposited money into her account as per her instructions on 07/03/16. She keeps telling me that she will send it, and only after my enquiry via whatsapp. I even ended up buying the bag elsewhere. I asked her to send me other items or repay me. She has not given me a satisfactory answer
