FITNESS DEVICE BOOSTER is a very vague term - Garmin Edge 1030 - does this qualify

Can someone please send me a list of the products that qualify as a FITNESS DEVICE BOOSTER. I nearly bought a Garmin Edge 1030 thinking that it qualifies as a DEVICE BOOSTER but then Phillip from Discovery Health told me that it does not qualify. Ref no ********** 453. Please can someone let me know how to find out which products qualify and which products do not qualify. I phoned Sportsmans Warehouse and they told me to phone discovery and it seems like the staff at discovery are a bit vague as well.
