FITNESS DEVICE BOOSTER is a very vague term - Garmin Edge 1030 - does this qualify

Can someone please send me a list of the products that qualify as a FITNESS DEVICE BOOSTER. I nearly bought a Garmin Edge 1030 thinking that it qualifies as a DEVICE BOOSTER but then Phillip from Discovery told me that it does not qualify. Please can someone let me know how to find out which products qualify and which products do not qualify. I phoned Sportsmans Warehouse and they told me to phone discovery and it seems like the staff at discovery are a bit vague as well.
