Discovery Shoe Booster no payment

I have been querying why i have not received any cash back on my shoe booster since the 25th of August. Each and every response every month is that it will be paid out at the end of the billing cycle. Novembers billing cycle has passed and yet no cash back has been received even though i've maintained my weekly goals for the last 20 weeks!
