Not Allowed to Add Beneficiary

Even though I have nominated a beneficiary, it is not reflecting on your website. I tried to add the beneficiary on your website tonight but your site insists that he live in one of two parts of the world. Does my beneficiary have to emigrate to a country that Discovery approves of? Does he have to acquire South African citizenship? This is ridiculous.
