WHY MUST I PAY FOR THE QUOTATIONS???????????

My car was involved in an accident, and the client was the one who's at fault. He submitted a claim and the was captured and submitted. He then came back to us with a claim number and advised us to call the 3rd party claims department of which I did and was told which documents to submit. They wanted 3 quotations, and I managed to get 1 and I advised them that I managed to get 1. The others want me to pay money to get a quote, called in earlier to was advised that they are in a meeting and the lady that I spoke to, told me that without 3 quotations there's nothing that they can do. I don't have the money for the quotations and who's is reimburse my money? Their client is a fault here and why should I pay money to get my car fixed? That's nonsense.
