Travel Insurance Claim - Useless

I always pay with my Discovery credit card to qualify for the travel insurance and have never needed to claim. We traveled in September from Durban to ****et in September and had our luggage damaged and items ******. Made contact with Discovery insurance and they then stated that this is only secondary insurance and cannot claim. This is something that is not clearly communicated on the documents they give and completely misleading because then I dont need to pay with my Discovery card if this insurance is useless to me. To date, the airline has not done anything or reimbursed for anything and Discovery states they have to pay first and then they only get involved. This whole process has been a nightmare.
