R150 Activation fee?

I was looking for a better car insurance deal. I have a number of Discovery offerings so thought I'd see what they could offer. I was told that there would be a once-off activation fee (for the 'tracker\) - I currently have the real Tracker. It was not explicitly stated to me that should I cancel the policy
