Queries constantly redirected and not resolved

After receiving an invoice from a towing company months after an accident, Discovery has been no help at all in resolving the matter (dragging on for more than a month so far). Claim consultants simply forward my query to other consultants, with no one actually doing anything to resolve my problem.
