Personal goal not reached according to DI

I have been trying since January 2015's score to find out why my points for my personal goal have not been awarded. My exceptional and excellent broker has also been following up without any luck. It has been 3 months in a row that my points for the personal goal - not to drive between 23:00 and 04:30 the following day - have not been awarded. According to me, I have only driven during that time on the 1st of January 2015. Since then I have been scored 50% for January to March 2015. Why have goals if DI is evasive to advise exactly how it will be scored? To advise that it is intellectual capital is utter ******* and would not help to make my driving habits saver, because even when I do comply (to this goal), no points are allocated.
