Not getting hold of Discover Insure via telephone

I am trying to have the tracker removed from my vehicle after I cancelled my policy. It is IMPOSSIBLE to get hold of the applicable department via phone. I am being harassed by sms and e-mail to have the tracker removed, however the online appointment system is off line and phone calls get cut off.
