No response after numerous calls and emails

Why does one pay structural insurance to a company like Discovery Insure?? When one submits a claim , there's a million and one excuses as to why they can not pay out. After numerous phone calls, emails ect I have still no clarrity as to why they debit ones account if they refuse to pay out when there is damage.
