Impossible to change car insurance plans

I have asked for my policy to be reviewed and to change my car insurance plan from Classic to Essential Plan, this was in February. Its now May and after countless calls this has still not been done and it seems there is no resolution. The agents always promise to call back and they never do. It has just been frustrating having the same conversation for 3 months and having nothing come of it.
