Funds taken from my account for non existent vehic

Discovery Insure refused to refund funds taken from my account for the vehicle which I did not have. I requested a quote and requested the insurer to add the new vehicle into my existing policy. Before I took delivery vehicle of the vehicle i requested the insurer to remove the new vehicle because I got the insurance from the other service provider. I was then charged pro rata fee even before I took delivery of my new vehicle. The Insurer now refuses to refund me.
