Failure to payout claim

I had a motor vehicle claim that was assessed and approved in December 2017 and up to date Discovery has not paid out my claim despite me sending them a signed agreement and disclaimer for cash settlement on 19 December 2019. Now I'm unable to do repairs on my car because of their failure to pay my claim.
