DQ tracker that cant Track!

I have installed a DQ Tracker via Discovery Insurance about a month ago, but it never worked since. I know this because after installing I as informed it should b active after 48 hours and I must try the sms system, every time I do it I get no respond, I've tried going back to where I get it installed at PTA East DQ Track center, but they informed me they only install and i must call the insurance responsible, i called Discovery several times and each time i would get a different consultant and (s)he would give me a different story. first they said nr listed was not mine,,,as to how that happened i don't know, secondly they said the sms system is not working as network is jammed, lastly i annoyed with a consultant who referred me to their website and try to retrieve my tracker there but what i get it a message saying \your profile is not registered
