DQ Tracker penalty deception

I had cancelled my policy, starting from 1 July, and I have been charged R1180 penalty for the DQ tracker. It states that if there is a reason why they cannot retrieve the DQ tracker, I would be liable to pay. I have not been absconding anyone or Discovery have not been continuously trying to contact me, for me to be charged the R1180. I had phoned on the 24 July to make the appointment for 30 July, however I was still charged the R1180 This is soo so ridiculous and not fully transparent about this
