Discovery Insure ********** Claim Payout

I received a settlement payout letter from Tshepo Wellington Mohatle a claim administrator from Discovery Insure. The letter had a breakdown of the money that was supposed to be paid to me, which i signed, but i could not email the signed letter/document back to Tshepo. I called the claims department and i got through to Mlondi(***) who gave me his email address and assured me that he received the signed letter.
The letter i signed stated that Discovery insure was going to make a payout of R21452.36... The following day Tshepo emails me with a letter that confirms the opposite, his letter stated that they will pay me R9476.18. How do i sign for a specific amount and received an amount i did not sign for?
I called the claims department countless times and they are all dodging me and nobody has the decency to call me back and explain what is going on. i did not expect this type of service from Discovery.

We are unable to pay you more than the amount for your claim costs as this would be enrichment and isn't permitted within the short term insurance industry.
The claim settlement amount was provided to you by your claims handler. Should you feel that you have been treated unfairly in this matter you may pursue the channels available to you as stated in your plan guide.
