Discovery Insure: 14K excess for hail damage, they only paying 16K to repairs

Received this message today and I am utterly shocked and disappointed at discovery. I was literary driving home and got caught in a hail storm in Midrand, so this was not negligence but a natural distater, now I am expected to pay R14000. Like I literary have bank, life insurance, health cover, house cover etc with discovery and this is the service I get?

Guess what they only paying R16000, and I need to pay R14000. "Discovery has authorised the repairs with Cornright Motors for the amount of R16 045.96. There is an excess of R14 000 payable directly to the repairer"
