Discovery Insurance shocking service

I had a car accident in June. It was a five car pile up and I was the second last car from the back. The person behind me it me really hard and damaged my car but didn't give me his details. There was a witness who said he had everyones details and would whats app them to me. I went straight to the police station to report the accident and from there contacted the witness for the details. Unfortunately it turns out he never received the person who crashed into me's details either. I contacted Discovery who I have full insurance cover with and they told me to go to an assessor in the strand but I live in McGregor which is miles away. I asked them if I could get a quote from a company in Robertson which they agreed to. They then told me that my excess was R3500 and that they would pay out R4100 for damages. The quote I gave them was for over R18000 so I told them not to give me the payout as I was not going to accept is as a settlement of the claim. They paid me R600 anyway and told me the case was closed. After many complaints from my side and asking them to take the money back they tried to get a second hand bumper and then eventually said it was my fault I didn't get the details of the person who damaged my car and the case was closed they would not be paying for my damages. Whats the point of an insurance company if they don't pay in an accident which this clearly was? I went to the Ombudsman who followed up. Discovery at first never responded. They were then given seven days to respond. that was weeks ago and since then I have heard nothing from either the Ombudsman or Discovery and my car is still damaged as I can't afford to fix it. I want to change insurance companies but I can't until the claim has been settled as I need my car fixed and also I just spoke to another company and they won't even quote me until I settle with Discovery. To anyone out there I say avoid this company like the plague this is not the first incident I've had with them.
