Discovery Insurance ignores bills

I was contacted by this company to complete a form for a member of theirs and I was told that they would pay for me to do this as it was time out of my busy schedule to do so. I was told to send the bill directly to them and they would settle it. They have not paid the bill, they have ignored all my emails regarding the outstanding amount.
