3rd Party cover ******

In 2022 i was insured with discovery and had an accident. I was knocked by a Taxi, the taxi driver drove through a red robot on his end and it was green on mine and thats when he hit me. He didnt run off. he agreed to his wrong . So when the claim got to Discovery, expected my 3rd party part of my cover to come in. I was asked to give them the details of the owner of the taxi. even after i had given the registration of the taxi. I went to find all the information of the owner of the taxi. I gave the claims department all that information. However I was told that the owner does not want to pay for his driver's mistake. and therefore I had to pay for all the monies needed. The access I mean. So I want to know is that how the 3rd party story works, It is included in my monthly payments but when i need to benefit from it I am not guaranteed, depending on the other party. Why and how come. I'm raising this now because last week i got a call from discovery sales, selling me a cover again. and when i explained to the guy how Discovery treated me. He said that was not right. He said my claim was supposed to have been paid. However Discover was going to recover the money from the taxi boss, It was not my business. Discovery was supposed to pay me and deal with the Taxi Boss. So Discovery was I ****** or Played? Can someone look in to my matter please
