20 km/h speed limit on streets??

I've been trying to get Discovery to change the speed limit of our suburbs" streets to more than 20km for months! We get penalties for speeding DAILY as we dare drive more than 20km/h in a street around the suburb. It was never like this. Changed Aug. I'm missing weekly plays on Vitality as well as Discovery Miles for good driving. Phoned repeatedly... Discovery wants a photo of a sign with correct speed limit on?!? Where will you find that in a JHB suburb? Getting really fed-up. Nobody really escalates the "escalated" issue :(
