Your rules make no sense
Allowed to reinstate within 3 months but not allowed to upgrade back?? I was not working and downgraded 2 months ago, but may start working soon. If I had cancelled I would have been allowed to reinstate to previous plan but because I downgraded rather than cancel completely I am not allowed to reinstate to previous plan within the same 3 months... These 2 rules contradict one another.
