Won't refund last year's MSA

I have a portion of my MSA (medical aid savings) left over from 2015 which I would like to be refunded to me as it money I saved that belongs to me. <br> <br> Discovery's only answer is \Not possible as it is against policy"and \""you may only receive a refund when you withdraw your medical aid policy altogether. Otherwise you may use it over the course of the year\"" (on that which they deem acceptable for it to be used on) <br> <br> I find this to be very narrow minded and certainly does not embrace forward thinking. <br> <br> Is my request honestly unreasonable? No. Even the consultant agrees with me. But even though it is rightfully mine"
