What is the point of having a selective hospital plan?

I have a hospital plan and now need to go for surgery however my plan and apparently most plans does not cover this procedure including the hospital and theatre portion. Why oh why do I need have a hospital plan that is selective in what it pays? If I had this sort of money to pay for the procedure then I wouldn't be on medical aid.
