"Unlimited" NOT!

On Discovery's app they have 3 icons. 1. Medical Savings Account + balance, 2. Self Payment Gap + balance and 3. Above Threshold + "Unlimted". It doesn't say 'Unlimited' up to 100% of Discovery rate or 'Unlimited' only if your prescribed medicine is on Discovery's preferred medicine list. If a medicine doesn't have a generic available (like Urbanol), Act 91 says class substitution is not allowed so then why is there a levy? *UNLIMITED"* should mean unlimited if there is no clarification.
