Unbelievable Run Around to try and join

My Daughter has been on my plan since she was 6. at age 23 she went off my medical aid as she was now considered an adult and i Couldn't afford it. now 2 years later she is in the process of trying to join under her own name. this has been going on for 4 months. constant changing of forms etc that is needed and doctor approvals etc. now after 4 months of this they tell her she needs to see a specialist orthopedic doctor at her own cost to sign off details of the back op she had at the age of 18. even through she had the op while under a Discovery plan. the bad service and bad attitude is bad enough but this is unbelievable. they are not in the least interested customer service and i cant help but feel betrayed as i have been with discovery for almost 20 years. Discovery has all her details, all her ops etc and now they dont want to help her. i feel like cancelling my medical aid with them as well. most disgusted.
