Travel Insurance not being paid

I recently went overseas and had to go to hospital for a bladder infection. The total cost came to almost R2000. Discovery will not pay out of the travel insurance because it must be over 150USD but they also wont let me use my medical savings! I don't have the money lying around and I was told that I must pay out of my own pocket - but medical savings is my pocket because I paid there too. My only option is to downgrade my plan to remove the saver, get paid out my savings account so that I can pay the hospital bill. Savings seem pointless to me if you can't use them when you really need them
